Most Wanted Suspect Arrested

The Bolo Program #1 most wanted fugitive Michael Bebee has been captured less than a week after a record $1 million was offered for information leading to his and other wanted fugitives’ arrest.

Based on a public tip, Charlottetown Police Services arrested the 35-year-old on April 30. The Bolo Program is a non-profit organization that helps police find wanted people by amplifying messages online and posting rewards for information leading to an arrest.

Bebee was wanted for the murder of Shamar Powell-Flowers on July 23, 2023.

At the time of the fatal shooting in Toronto’s Greektown neighbourhood, he was under a gun prohibition for his role in another Toronto shooting four years earlier.

“This arrest proves that collaboration between police services, media, the public, Crime Stoppers and organizations like BOLO makes our communities safer and stronger,” said Chief Myron Demkiw. “I want to thank Charlottetown Police Services for apprehending the suspect, BOLO and Crime Stoppers for working together to make our communities safer. I hope this arrest provides some comfort to the family and loved ones of Shamar Powell-Flowers.”

Detective Sergeant Terry Browne, the Homicide & Missing Persons Unit Commander, said the arrest is based on a warrant held by Toronto Police.

“It was also the direct result of the BOLO campaign announcement last week that generated several tips,” he added. “We received a number of tips in relation to where the suspect might be.”

Browne said arrangements will be made for Toronto Police officers to go to Charlottetown to pick up Bebee and bring him back to the city to face a second-degree murder charge.

BOLO Program Executive Director Max Langlois hailed citizens and law enforcement for the arrest.

“The power of the collective eye has struck again,” he said. “Today, our communities are safer thanks to the entire country being on the lookout for Michael Bebee. Hats off to all citizens who submitted tips to the police and Crime Stoppers. Hats off to Toronto Police and its law enforcement partners for working tirelessly to bring the suspect to justice. Together, we can make our communities safer.”

The program gets its name from the acronym BOLO – Be On the Look Out.
