The Toronto Police Service has laid 68 charges against a 57-year-old man in a Child Luring and Online Child Exploitation investigation. 

In March 2026, the Toronto Police Service – Internet Child Exploitation Unit began an investigation after receiving a report regarding Child Sexual Abuse and Exploitation Material (CSAEM) uploaded to a social media platform.

On April 16, 2026, members of the Toronto Police Service – Internet Child Exploitation Unit executed a search warrant at a residence in the Broadview Street and Danforth Avenue area in relation to this investigation.

Officers seized electronic devices belonging to the accused, on which a forensic review located CSAEM and revealed the accused had used false personas/identities to allegedly lure and exploit children. 

On April 16, Metin Ugur, 57, of Toronto, was arrested and charged with:

1. 2 counts of Accessing Child Sexual Abuse and Exploitation Material 
2. 2 counts of Possess Child Sexual Abuse and Exploitation Material 
3. Making Child Sexual Abuse and Exploitation Material 
4. Make Available Child Sexual Abuse and Exploitation Material 
5. Luring a person under 18 years old 

He was scheduled to appear virtually at the Ontario Court of Justice on April 16, 2026 at 2:00 p.m.

After further investigation, 13 additional victims were located. As a result, investigators laid an additional 61 charges, including:

1. 14 counts of Luring a Person Under 18 years old 
2. seven counts of Making Available Sexually Explicit Material to a Person Under 18 years old 
3. 14 counts of Making Child Sexual Abuse and Exploitation Material 
4. 13 counts of Accessing Child Sexual Abuse and Exploitation Material 
5. 13 counts of Possessing Child Sexual Abuse and Exploitation Material 

The accused is alleged to have used the following personas and usernames to communicate with victims on various social media platforms including but not limited to; Snapchat, Discord, Instagram, TikTok, and Fortnite. 

• Female Persona (“Ava”)
  • Hey_woolfie
• Male Personas (“Chase”, “Noah”)
  • Chase_woolf
  • Chase_woolf13
  • Noah.scout
  • Noah_scout_13

The victims are believed to reside in Alberta, Ontario, Quebec, as well as the United States, Australia, Scotland, and England.

"Internet Child Exploitation has no borders, and neither do our investigations. The investigation is ongoing, and we will go where the evidence leads, working with our local and international partners to identify potential victims," said Detective Sergeant Alicia Murray of the Sex Crimes Unit - Internet Child Exploitation. "Investigators believe there may be additional victims and are asking anyone with information to come forward."

The Talking for Change program is the first of its kind in Canada and provides national and all-ages help for those concerned about their risk to use child sexual exploitation material or offend sexually against a child.
