Staff Sergeant Sean Cosgrove Equity, Inclusion & Human Rights

Staff Sergeant Sean Cosgrove has over 24 years of combined military and civilian policing experience and has been most recently assigned to lead Primary Response at 32 Division.

His career includes key leadership roles in both the Community Safety and Primary Response Units, where he spearheaded initiatives such as the expansion of the Neighbourhood Community Officer (NCO) program, the implementation of divisional social media guidelines, and the advancement of SafeTO strategies. He also led Project Undertow, a multi-agency initiative addressing violence in the towing industry, which influenced the development of the Tow Truck Information Dashboard.

Staff Sergeant Cosgrove has co-chaired multiple Community Police Liaison Committees and working groups and has presented at high-profile forums including the Retail Council of Canada’s Retail Secure Conference and numerous Community Safety Townhalls. His efforts have consistently aligned with the Toronto Police Service’s strategic priorities: improving trust, accelerating reform, and supporting safer communities.

A notable example of his commitment to innovation and partnership is his leadership in the onboarding of CAMSafe—an emerging, Service-wide CCTV and security video registry aimed at enhancing public safety and supporting police investigations.

He is actively engaged in professional development, having completed leadership programs through the Ontario Association of Chiefs of Police and the Schulich Executive Education Centre. His accolades include the Police Service Exemplary Service Medal, multiple Unit Commander Awards, and recognition as Police Officer of the Month by the Toronto Region Board of Trade.
