A HISTORY OF THE POLICE EXEMPLARY SERVICE MEDAL

Most countries have, as part of their system of honours, some form of official award to express tangibly, national gratitude for long and meritorious service, particularly in fields of endeavour involving potential risk or adverse working conditions.

In Canada, the need for a suitable form of recognition had long been apparent and as the Centennial year approached, numerous proposals to appropriately mark the occasion were received.  Among the proposals accepted were the Order of Canada and the Centennial Medal, both to mark significant service to the country.  From that beginning, the Canadian Honours System grew slowly and deliberately.

In 1972, the Order of Canada was expanded, an Order of Military Merit created, and National Bravery Decorations were instituted.  The next logical step in this expansion was the establishment of Exemplary Service Medals.

In mid-1980, a federal committee met to study a proposal from the Canadian Association of Chiefs of Police (CACP).  Its recommendations to the government were favourably entertained.  On August 5, 1980, Prime Minister Trudeau, in his letter of greeting to the 75th Annual Conference of the Canadian Association of Chiefs of Police, praised the devotion and discipline of police officers in the performance of a difficult and delicate task.  The letter further announced the federal government’s creation of the Police Exemplary Service Medal.

The government met with representatives from the CACP and the criteria for the awarding of the medal was identified.  It was determined that the medal should recognize much more than mere tenure and should be awarded for long and meritorious service.  Regulations were drafted to reflect this decision, and provisions made for the granting of “special” as well as posthumous awards where outstanding service has been performed and no other suitable form of official recognition is available. 

The name “Police Exemplary Service Medal” was chosen as best representing the intent of the award and, on August 12, 1983, Her Majesty the Queen signed the Letters Patent instituting and creating the Medal.

The design of the medal is simple: the scales - representing justice - on a maple leaf.  The scales were chosen as an appropriate symbol, as the police form an integral part of the justice system; performing valuable duties in the community beyond simple enforcement of law.  As no single agency represents the entire police community, and especially because the medal emanates from the Head of State, administration of the award of the medal has been assigned to the Chancellery of Canadian Orders and Decorations, which forms a part of the Office of the Governor General.

The head of the police service in which a candidate is presently serving, or was serving as of August 1, 1980, may submit a nomination form setting out the dates of qualifying service and certifying that the candidate has had no serious disciplinary action taken against him/her.  Nominations are forwarded to The Chancellery for submission to the Decorations Advisory Committee, which in turn, recommends to the Governor General the names of candidates to receive the Police Exemplary Service Medal.

Further, once a person has been awarded the Police Exemplary Service Medal; he/she is eligible to receive a Silver Bar upon the completion of each further 10 year period of exemplary police service.  Nominations and awarding procedures of the Silver Bar are the same as those for the Police Exemplary Service Medal.

A HISTORY OF THE PEACE OFFICER EXEMPLARY SERVICE MEDAL

The Peace Officer Exemplary Service Medal, created on June 22, 2004, recognizes peace officers who have served in an exemplary manner, characterized by good conduct, industry and efficiency. 

Recipients of the Peace Officer Exemplary Service Medal (POESM) must have completed at least 20 years of exemplary service protecting the safety and security of the Canadian public with one or more organizations (federal, provincial or municipal) that employ peace officers.  Ten of these years of service must have been spent performing duties involving potential risk.  The peace officer must have performed these duties on the front line, on-site, in the field, or in direct service/contact with the public.

Although a certain number of individuals are listed as peace officers in the Criminal Code of Canada, the candidates’ duties must call for them to be peace officers exclusively.

The eligibility of an organization that employs peace officers must be approved by the Advisory Committee before it can nominate potential candidates.

The Peace Officer Exemplary Service Medal consists of a circular medal with a shield set on a star on a maple leaf.  The words “Exemplary Service – Services distingués” form a circle around the maple leaf on the obverse of the medal, and The Royal Cypher appears on the reverse of the medal.  A bar may be awarded for every subsequent period of 10 years of qualifying service.  The Medal is suspended by a ribbon featuring a band of dark blue at the outer edge, flanked by a narrower band of light blue and then a band of gold with a single wide band of green at the centre.

HISTORY OF THE ONTARIO AUXILIARY POLICE MEDAL

In 1980, Auxiliary Staff Superintendent James Carnegie initiated a proposal whereby members of the Auxiliary Police would be formally recognized for their service with a medal.  Each candidate recommended for this medal must have completed 20 years of full-time service with good conduct. 

As with most ventures, it took many years of correspondence, lobbying and waiting before the original proposal was acted upon and the medal became a reality.

The first awards ceremony for the Ontario Auxiliary Police Medals, under the auspices of the Chairman and members of the Ontario Police Commission, was held at Queen’s Park on December 19, 1984. 

The actual award was presented by the Honourable George Taylor, Q.C., Solicitor General of Ontario at a reception and dinner in the Member’s dining room.  In attendance was the Honourable Secretary for Justice, the Assistant Commissioner of the Ontario Provincial Police, Chairman of the Ontario Police Commission and Metropolitan Toronto Police Chief Jack Marks.

11 recipients from throughout the province received this prestigious award.  6 of these were members of the Metropolitan Toronto Auxiliary Police Force: Staff Superintendent James Carnegie; Superintendent Leon Ozols; Staff Inspector James Page; Staff Sergeant Daniel Hayward; Staff Sergeant William Hrycay and Constable Robert Tyminski.

The Ontario Auxiliary Police Medal consists of a circular medal constructed in pewter.  The design is simple: on the obverse the coat of arms for the Province of Ontario and on the reverse, the words Ontario Auxiliary Police Medal and year are inscribed in the centre.  Circumscribed around the border are the words ‘For Long Service and Good Conduct’.  Upon completion of each further 5 year period, the member is eligible to receive an additional Bar stylized with trilliums.

The Ontario Civilian Commission on Police Services was responsible for the administration of this medal until 1999.  Currently, nominations are directed to the Ministry of Community Safety and Correctional Services, Policing Services Division and are now presented for 20, 25, 30, 35 and 40 years of service.

A HISTORY OF THE CIVILIAN LONG SERVICE RECOGNITION

In 1995, in recognition of the commendable and vital contribution of dedicated and long-serving civilian members, the Toronto Police Service Board established a program to recognize this long and meritorious service.  The Civilian Long Service Pin was created to mark 20, 30 and 40 years of dedicated service in a civilian capacity.

The pins feature the Toronto Police Service crest cast in gold with stones set in the banner.  The 20 year pin contains a pair of sapphires, the 30 year pin contains a pair of rubies, and the 40 year pin holds two diamonds.
