Response to Senior Officer Tribunal Hearing Decision

The Toronto Police Service respects the outcome determined by the external Hearing Officer after Superintendent Stacy Clarke’s guilty plea. We thank the external Hearing Officer for her careful attention and thoughtful deliberation in this case.

Leaders at the Service are held to the highest standards of conduct, and we take any allegations of misconduct seriously.

We acknowledge this case brought forward a number of issues that the Service is addressing.

The Service has implemented significant reforms in recent years. Hiring and promotional processes were overhauled and our workforce is diversifying at all ranks. More information about these efforts, including the evaluation of the promotional process, are available to read here.   

The Service initiated and is co-leading with the OPP a sector-wide collaboration with more than twenty police services to modernize practices in how workplace issues are best identified and addressed through the ‘Working Group on Respectful Workplaces in Policing’.

These changes are part of many actions we have committed to as part of our comprehensive Equity Strategy.

We continue to acknowledge that while we are on a path of change, more needs to be done to build trust with our communities and our members.”
