Three Men Arrested, 15 Firearms Seized in Project PLAYFIGHT, a Firearm Trafficking Investigation

Toronto Police have arrested three men and seized 15 firearms in a firearm trafficking investigation known as Project PLAYFIGHT.

Launched in February 2026, the undercover investigation began after officers in the Integrated Gun and Gang Task Force - Firearms Enforcement Unit received information that an individual was trafficking firearms through an online platform.

Through a series of controlled firearm purchases, undercover officers gathered evidence that uncovered a previously unidentified firearm trafficking network operating in Toronto, selling firearms outside lawful channels. Investigators identified three individuals allegedly involved in the network.

Firearms trafficked during the investigation were determined to have been sourced domestically. Officers allege that their serial numbers had been removed before they were sold to conceal the source and offered at prices consistent with those associated with crime guns in Toronto. Some of the firearms had previously been deactivated and were subsequently modified to restore their ability to fire. Others were accompanied by prohibited devices, including over-capacity magazines and auto-sears capable of converting a handgun from semi-automatic to fully automatic. 

On July 29, 2026, officers from the Integrated Gun and Gang Task Force – Firearms Enforcement Unit, with the assistance of the Emergency Task Force and other investigative units, executed search warrants in Toronto and Markham.

Three men were arrested and charged.

Zhuohang Ma, 23, of Toronto, was charged with:

  1. Five counts of Knowingly Manufacture/Transfer Firearm, Device or Ammunition
  2. Seven counts of Knowingly Possess Firearm, Device or Ammunition for Transfer
  3. Five counts of Possess Firearm with Altered Serial Number
  4. Four counts of Possess Restricted or Prohibited Firearm Knowing Not Holding a Licence and Registration Certificate
  5. Two counts of Occupy Motor Vehicle with Firearm
  6. Two counts of Possess Prohibited/Restricted Weapon or Prohibited Device Knowing No Authority
  7. Four counts of Possess Proceeds of Property or Thing Obtained by Crime Not Exceeding $5,000
  8. Conspiracy to Commit an Indictable Offence
  9. Possess Unloaded Regulated Firearm

Jun Xiang Huang, 29, of Toronto, was charged with:

  1. Four counts of Knowingly Manufacture/Transfer Firearm, Device or Ammunition
  2. Three counts of Fail to Report Lost/Stolen Firearm
  3. Possess Proceeds of Property or Thing Obtained by Crime Exceeding $5,000

Lie Le, 23, of Toronto, was charged with:

  1. Possess Restricted or Prohibited Firearm Knowing Not Holding a Licence and Registration Certificate
  2. Possess Firearm with Altered Serial Number
  3. Knowingly Manufacture/Transfer Firearm, Device or Ammunition
  4. Knowingly Possess Firearm, Device or Ammunition for Transfer
  5. Conspiracy to Commit an Indictable Offence
  6. Possess Proceeds of Property or Thing Obtained by Crime Not Exceeding $5,000

All three accused were scheduled to appear in court at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on July 30, 2026, at 9:30 a.m., in room 103. 

As a result of the investigation, officers also seized:

  • 15 firearms
  • Over 1,200 rounds of ammunition
  • Over-capacity magazines
  • An auto-sear ("switch")
  • Two body armour vests
  • A large quantity of Canadian currency
  • A 2.5-gram gold bar

Images of some of the seized items have been released. 

"This investigation was about more than the firearms seized or the charges laid," said Inspector Steve Matthews of the Integrated Gun and Gang Task Force. "Every illegal firearm removed from our streets is one less firearm that can be used to threaten the safety of our communities."

The successful completion of this investigation was made possible through funding provided by the Ontario Government, Ministry of the Solicitor General in which the Criminal Intelligence Service Ontario supported this investigation.
