Man Arrested in Impaired Operation Investigation,
Pape Avenue and Cosburn Avenue area
The Toronto Police Service is making the public aware of an arrest made in an Impaired Operation investigation.
On Wednesday, October 7, 2026, at approximately 1:15 a.m., police responded to a call for a dispute in the Pape Avenue and Cosburn Avenue area.
It is alleged that:
- a Parking Enforcement Officer (PEO) was patrolling the area and observed a motor vehicle driving erratically
- a short time later the PEO while conducting their duties located the same motor vehicle parked without proper validation
- the PEO spoke with the accused about the parking violation
- the accused threatened the PEO
- officers attended and placed the accused under arrest
Suel Doci, 34, of Ottawa, has been charged with:
- Uttering Threats
- Impaired Operation
- Fail to Provide Breath Sample
He is scheduled to appear in court at the Ontario Court of Justice, on Thursday, November 19, at 2 p.m., in room 202.
Investigators are asking anyone who may have video, dashcam footage, or who may have been witness to the incident, to contact police.
