Meet Our New Chief Superintendents
The Toronto Police Service Board has approved the rank title change for all Staff Superintendents to Chief Superintendents to align with the Community Safety and Policing Act (CSPA) as they welcomed four officers for promotion to the new rank.
Chief Superintendent is the rank between Superintendent and Deputy Chief and is used by both the Ontario Provincial Police and Royal Canadian Mounted Police.
This title change also recognizes the level of responsibility, professionalism and strategic leadership required of those at this rank.

Jacqueline Baus brings 28 years of dedicated service and experience in frontline and leadership roles in 22 Division, Staff Planning, Traffic Operations and the Toronto Police College. She has also led specialized teams within Field Services, overseeing 700+ sworn and civilian members across Traffic Services and Parking Enforcement.
Her leadership experience and continued involvement with the Incident Command Program have contributed to her critical roles in many City of Toronto events.
Baus will continue to lead the Strategy and Transformation Management Unit.
Throughout her career, Baus has gained a deeper understanding of the needs of members and is committed to advocating for their wellness, community engagement, operational excellence, and safety within communities.
She is dedicated to prioritizing transparency, accountability, and inclusive policing practices that foster trust within the Service, the community, and beyond.
Mandeep Mann brings 26 years of dedicated service and leadership experience, including roles in investigative operations, tactical response teams, front-line policing, community engagement initiatives, and training and development programs.
Mann will lead Field Services – Community Safety Command and will oversee Communications, CPEU, Parking Enforcement and Traffic Services.
He is the former Executive Officer for Chief Demkiw and was most recently the Unit Commander of 31 Division. Mann oversees the development and maintenance of strategic relationships with communities and city partners, including SafeTO.
A first-generation, proud Sikh Canadian, Mann is dedicated to fostering community partnerships to enhance the safety and wellbeing of Toronto’s diverse communities. As a believer in life-long learning, he has earned a Master of Arts in Leadership Studies and a Master of Laws from the University of Toronto while serving in demanding roles.
Andy Singh brings 24 years of dedicated service and extensive expertise in criminal and drug investigations within Major Crime, Drug, and Homicide Squads. His expertise in navigating complex investigations has provided a strong foundation for his community-focused leadership. Recently, as Unit Commander of 31 Division, he successfully prioritized increasing trust and public safety. Singh led the development of Project Magnify, an innovative community safety tool that has since been adopted service-wide, enhancing both community and officer safety.
Singh is the current Unit Commander of the Professional Standards Unit and will remain on the promotional list for Chief Superintendent.
He is committed to promoting transparency, accountability, and fairness across the Service. Singh is dedicated to professional growth and has completed leadership training with the Rotman School of Management, the Schulich School of Business, and the global police leadership program, Pearls in Policing.
Singh’s leadership philosophy is rooted in integrity, collaboration, and innovation. Singh is approved and on a list for future promotion to Chief Superintendent.
Katherine Stephenson brings 24 years of dedicated service and experience in complex investigations, beginning in Drug Enforcement, and later Homicide, and Intelligence Units.
Stephenson will lead the Investigative Support Command. She will oversee Intelligence Services, property and evidence management, Forensic Identification Servies Court Services, and Investigative Standardization, as well as Strategic Analysis and Assessment, National Security, Hate Crime, Covert Operations, Technical Investigations, Mobile Surveillance, and Cyber Crime.
Stephenson was named the 2024 Ontario Women in Law Enforcement (OWLE) Officer of the Year and is co-chair of the Ontario Association of Chiefs of Police Intelligence Operations Committee. In addition, she is a member of the Canadian Association of Chiefs of Police E-Crime Committee, and Major Cities Chiefs Association Intelligence Commanders Group.
