Stepping Forward in Leadership: Meet Our New Inspectors

Inspector Jeff Allington brings 29 years of policing experience serving Toronto, the majority as an investigator. As a uniformed officer he was assigned to 32 and 33 Divisions, the Public Safety Unit and Traffic Services. As an investigator he has worked at 33 and 43 Divisions, the Homicide and Missing Persons Unit and Professional Standards. He has been involved in the investigations of several major incidents including the mass shooting on Danzig Street in 2012, the Yonge Street van attack and Danforth shooting both in 2018. After seven years as a Homicide investigator, he was promoted to Detective Sergeant in 2021, leading a team of Homicide investigators.

Inspector Allington has a passion for teaching, delivering lectures on death investigations for the Ontario Homicide Investigators Association, the Canadian Police College in Ottawa and the Toronto Police College. He has provided presentations at various secondary schools throughout the Greater Toronto Area to highlight the opportunities available in policing for young people. He is active in his church, volunteering for community events and teaching music to young people.

Inspector Israel Bernardo brings 30 years of distinguished service to the Toronto Police Service, marked by progressive leadership and operational excellence across 14, 11, and 12 Divisions. He has managed diverse operational units attached to Primary Response, Major Crime, Community Response and Community Investigate Support consistently delivering results in complex and high-pressure environments.

He has undertaken extensive supervisory, investigative, and specialized training through the Toronto Police College, Ontario Police College, and the Canadian Police Knowledge Network. His professional expertise spans incident command, major case management, trauma-informed policing, emergency operations, and advancing diversity, equity, and inclusion across the organization.

Inspector Bernardo’s commitment is reflected in numerous accolades, including the Police Exemplary Service Medal and Service Commendations.

Scott Bradbury is a third-generation police officer with over 25 years of service with the Toronto Police. He currently leads the Technology Integration Section at the Toronto Police College, where he focuses on modernizing training and connecting innovation with frontline operations.

Scott has held leadership roles in investigative training, crime management, and divisional operations. He is a long-standing member of the Service’s Incident Management Team, supporting the coordination of major events and demonstrations across Toronto. In 2024, he was instrumental in bringing the International Officer Exchange Program to Toronto, hosting officers from the UAE Ministry of Interior through a partnership with the International Association of Chiefs of Police.

He also co-developed the Community Policing Initiative Dashboard to track and respond to community concerns and launched the Technology Ambassadors program to support frontline adoption of emerging technologies.

Since 2013, Scott has led the Toronto Police “Follicle Force” Movember campaign, raising over $270,000 for men’s health and earning the Robert Qualtrough Award. His recognitions include the UAE Medal of Appreciation, two Teamwork Commendations, a Letter of Recognition, multiple Unit Commander Awards, and numerous Letters of Appreciation. He proudly continues a family legacy of policing and public service.

Inspector Steve Campbell is in his 19th year as a member of the Toronto Police Service. Prior to his new assignment at Investigative Standardization, Steve was assigned to the Office of the Chief where he held the position of Acting Inspector. Throughout his career, Steve has enjoyed operational assignments at various ranks which have included working at 51 and 53 Divisions, as well as specialized roles with the Fugitive Squad, Hold-Up Squad and the Professional Standards Unit.

In his role in the Office of the Chief, Steve developed the Member of the Week initiative with the Awards Unit, was a lead on Project Magnify, and worked closely with Chief Demkiw and the Wellness Unit to evolve the Chief’s Wellbeing Program into a robust, four-step program that works to support members and their wellbeing.

Steve was a secondary school teacher in Toronto before joining the Service and has always valued and prioritized growth and development opportunities for himself and members of his team.

Inspector Avelino Carvalho has served with the Toronto Police Service for over 34 years, currently with the Public Safety Operations Unit. He has worked in 14 and 22 Divisions as well as specialized units, including the Drug Squad, Fugitive Squad, and Emergency Management & Public Order. He was promoted to Detective Sergeant in November 2021.

Inspector Carvalho has specialized in public order, crowd management and incident command employing tactical leadership and a commitment to community safety. He is Vice Chair of the Ontario Public Order Advisory Committee.

He speaks English and Portuguese, has a Bachelor of Applied Arts from the University of Guelph, an Honours Diploma from Humber College, and advanced training in incident management and public order operations and has received many commendations for his work at the Service for his professionalism and dedicated work.

In his personal time, he volunteers as a coach with youth hockey clubs.

Over her 18-year career, Tiffany Castell has amassed a wealth of operational policing experience having served in Community Response, Criminal Investigations Bureau, Youth and Family Violence, Drug Squad, the Homicide and Missing Persons Unit in 51, 52 and 55 Divisions. As inspector, she is now assigned to the Office of The Chief.

Outside of her operational roles, she has been deeply committed to supporting and uplifting young people, particularly those impacted by systemic barriers and community violence. She has designed and led several unique and innovative initiatives which have created meaningful pathways for youth to feel seen, supported, and empowered while also fostering dialogue and connection between youth and justice-sector leaders.

Inspector Castell has pursued advanced education — earning a Master of Arts in Leadership from the University of Guelph and a Doctor of Education from Western University. Her doctoral research focused on practical solutions for building inclusive police leadership capacity through increased access to training and development opportunities.

In 2022, she became the first Toronto Police officer to receive the International Association of Chiefs of Police 40 Under 40 award, recognizing her leadership and contributions to the policing profession.

With over 35 years of service in the Toronto Police Service, Inspector James Coghlin has built a distinguished career rooted in intelligence operations, community engagement, and organizational leadership. Currently acting as second-in-command of Intelligence Services, he helps to oversee and guide a unit of over 300 members responsible for producing strategic, operational and tactical intelligence products to help inform decision-making and support for complex criminal investigations.

His career spans a wide range of roles, including frontline policing in 51 Division, drug enforcement, community response, professional standards, and executive support in the Office of the Chief. He has helped to pioneer intelligence-led initiatives such as the Intelligence-to-Enforcement Model and contributed to the development of the Field Intelligence Officer program. Inspector Coghlin is known for mentoring emerging leaders, fostering team development and supporting innovation. He continues to shape and modernize intelligence practices across TPS

He holds a Bachelor of Music from McGill University and has completed extensive management and leadership training. His accolades include the Police Officer Excellence Award (2024), Billy Bishop Award (2019) and Police Exemplary Service Medal with 30-year bar.

Staff Sergeant Sean Cosgrove has over 24 years of combined military and civilian policing experience and has been most recently assigned to lead Primary Response at 32 Division.

His career includes key leadership roles in both the Community Safety and Primary Response Units, where he spearheaded initiatives such as the expansion of the Neighbourhood Community Officer (NCO) program, the implementation of divisional social media guidelines, and the advancement of SafeTO strategies. He also led Project Undertow, a multi-agency initiative addressing violence in the towing industry, which influenced the development of the Tow Truck Information Dashboard.

Staff Sergeant Cosgrove has co-chaired multiple Community Police Liaison Committees and working groups and has presented at high-profile forums including the Retail Council of Canada’s Retail Secure Conference and numerous Community Safety Townhalls. His efforts have consistently aligned with the Toronto Police Service’s strategic priorities: improving trust, accelerating reform, and supporting safer communities.

A notable example of his commitment to innovation and partnership is his leadership in the onboarding of CAMSafe—an emerging, Service-wide CCTV and security video registry aimed at enhancing public safety and supporting police investigations.

He is actively engaged in professional development, having completed leadership programs through the Ontario Association of Chiefs of Police and the Schulich Executive Education Centre. His accolades include the Police Service Exemplary Service Medal, multiple Unit Commander Awards, and recognition as Police Officer of the Month by the Toronto Region Board of Trade.

Patrick Coyne brings over 20 years of dedicated service, having served in both uniform and investigative roles including assignments at 11 and 12 Divisions and at as acting Inspector at the Toronto Police College. He is committed to continued work with the training professionals at the College to deliver industry-leading programming that supports TPS members in their vital work across the city.

He has championed community safety initiatives, including the Divisional expansion of the enhanced Neighbourhood Officer Program. He is a recipient of both TPS Teamwork Commendation and Chief of Police Excellence Awards.

Outside of his professional duties, Coyne has been a long-time volunteer in youth sports programming, including initiatives to support of youth in priority neighbourhoods

Inspector Roger Forde has served 25 years with the Service, beginning as a police constable in 52 Division where he work in Primary and Community Response roles including the Yonge Street Detail, and in investigative roles with the Vice Unit, Youth Bureau and Criminal Investigation Bureau. He has also worked as an investigator the Integrated Gun and Gang Task Force.

As a Sergeant, he worked at 55 Division in the Primary Response Unit, Community Response Unit, and Criminal Investigation Bureau. He later joined the Emergency Management and Public Order (EMPO) Unit with the Public Safety Response Team, where he was promoted to Staff Sergeant.

His additional assignments have included the COVID-19 Investigative Team, a return to 52 Division in the Community Response Unit, and a subsequent return to EMPO for Project Resolute. Inspector Forde currently sits on the committees for the Encampment Working Group and the Downtown Yonge Business Improvement Association, helping to strengthen partnerships between police, community, and local businesses. Over the course of his career, he has received several Unit Commander Awards and a Toronto Police Service Board Commendation.

Inspector Erin Hanlon has served with TPS for 21 years, bringing extensive operational experience to her role. She has directed complex, specialized investigations and overseen high-profile cases, provided expert testimony in court, and cultivated vital community partnerships to enhance safety and transparency. She possesses investigative expertise in Human Trafficking, Drug Squad, and Major Crime units, and consistently collaborates effectively with specialized units within the TPS.

Inspector Hanlon has worked in the downtown divisions of 14, 51 and 52. She has provided training to law enforcement at provincial and national levels, as well as with community partners, on undercover operations and human trafficking investigations. She has received several commendations for investigative work and teamwork, along with community recognition and represents TPS internationally at the World Police and Fire Games in multiple sports.

Inspector Elise Higgitt has served in policing for 27 years, beginning with Peel Regional Police in 1997 and joining the Toronto Police Service in 1999. She has served in a variety of operational and leadership roles across multiple divisions, as well as Strategy Management and the Mounted Unit. She currently serves as the Crime Manager at 11 Division.

With over 12 years in supervisory roles, she has led and contributed to several initiatives focused on improving operations, enhancing community safety, and strengthening reporting practices. She is committed to mentorship of Service members and has continued to look for learning and leadership opportunities in her career.

Inspector Higgitt holds certificates in Police Foundations and Project Management and has completed extensive leadership training. Her contributions have been recognized through multiple Unit Commander Awards, Commendations, and the Police Exemplary Service Medal.

Inspector Cheryl Jones has been a dedicated member of the Service for 25 years, including 16 years in supervisory roles. Currently serving as Inspector and Executive Officer in Professionalism and Accountability, she has led initiatives in change management, risk mitigation, and organizational transformation. She also serves as Operations Chief for Incident Management Team 2 and acted in various roles for Project Resolute.

Her career spans units including Professionalism and Accountability, Professional Standards, Sex Crimes Unit as well as 42, 55, 33 and 52 Divisions in frontline, investigative and community engagement roles.

Inspector Jones holds diplomas in Law & Security and Police Foundations from Durham College and has completed advanced leadership training through York University’s Schulich School of Business, FBI-LEEDA, and the Toronto Police College. She is the recipient of the 2024 Ontario Major Case Management Award, Police Exemplary Service Medal, and numerous TPS teamwork commendation awards.

A committed mentor and volunteer, she contributes to the Humber College Mentorship Program and various TPS committees as well as the Ontario Association of Chiefs of Police Professsional Standards/Special Investigation Unit Committee.

With over 24 years of dedicated service, Inspector Steven Kerr has developed a wealth of operational leadership and public safety expertise. He currently serves in the Emergency Management and Public Order Unit and has held key roles across multiple divisions and units, including as Executive Officer of Public Safety Operations, 51 Division Crime Management, and the Integrated Gun and Gang Task Force.

His leadership has been shaped by advanced training, including the TPS Advanced Leadership Development Program at York University, Incident Command, and frontline supervisor leadership courses. He is grounded in experience across frontline, investigative, and specialized units, making him an asset in high-stakes decision-making environments.

He holds diplomas in Law Enforcement from Seneca College and Funeral Services from Humber College. He has been recognized with numerous awards, including the Police Exemplary Service Medal and multiple Unit Commander Awards, underscoring his dedication to excellence, integrity, and teamwork.

Detective Sergeant Stephen Matthews has proudly served with the Toronto Police Service for 23 years at 31, 32 and 51 Divisions. His career includes experience in homicide investigations, where he has managed large and complex cases, as well as leadership roles as Executive Officer in Detective Operations. He holds a Bachelor of Arts in Business Management with a minor in Economics.

His dedication to excellence has been recognized through numerous awards, including the Police Exemplary Service Medal in 2022 and multiple Teamwork Commendations and Unit Commander Awards. Inspector Matthews continues to demonstrate a strong commitment to investigative leadership, professionalism, and public safety.

Acting Superintendent Morris joined the TPS in 1994, as a Court Officer and was selected as valedictorian of his class when he was sworn in as a police constable. He began his policing career in 13 Division in Primary Response, Community Response and Street Crime roles.

He was then selected to the Emergency Task Force, at one point seconded to an RCMP tactical team for two years before returning to the unit and being promoted to Sergeant in 2014. He was assigned to 14 Division and eventually returned to the ETF as a team leader. Peter was promoted to Staff Sergeant in 2023 and returned to 14 Division where he led a platoon and led a pilot project reimagining the role of police in mental health response. He now serves as the Executive Officer to Deputy Chief Rob Johnson, of Special Operations Command.

Over the course of his career, he has been honoured with multiple awards and commendations recognizing his service – including a St. John Ambulance Life Saving Award. Peter has been an active and committed volunteer in minor hockey, taking on roles as a camp instructor, a coach and an on-ice official over the years.

Inspector Barry O’Neill has over 26 years of experience in law enforcement and currently serves as the Deputy Lead for the FIFA World Cup 2026. His professional background includes work across 11, 14, 52, and 55 Divisions, where he has managed teams in Primary Response, Community Response and Major Crime Units.

Inspector O’Neill is a provincially accredited incident commander with advanced experience in emergency response and operational coordination. He has completed leadership and management training, including certifications from FBI-LEEDA and TPS Foundations of Leadership, as well as credentials in project and change management.

His service has been acknowledged with several awards, such as the Police Exemplary Service Medal and multiple TPS commendations. Inspector O’Neill brings strategic insights, a strong commitment to safety, and proven leadership in navigating complex situations.

Staff Sergeant David Ouellette joined the Toronto Police Service in 1998 after post-secondary studies and serving in the Canadian Armed Forces. He began his career in 41 Division, working in Primary Response, Community Response, the Youth Bureau and Major Crime Unit.

Over more than two decades, Detective Sergeant Ouellette has built an extensive portfolio of operational and leadership experience across a variety of specialized areas. He has served in investigative, supervisory, and project leadership roles, including with the RCMP’s Integrated National Security Enforcement Team, 33 Division Major Crime Unit, and the Public Safety Response Team.

He has been most recently assigned to the Community Partnerships and Engagement Unit, he is the Project Lead for the Downtown Community Outreach Response and Engagement (CORE) program — a collaborative initiative between the Toronto Police Service and Toronto Public Health focused on supporting vulnerable populations through partnership, innovation, and intelligence-led deployment.

His career is defined by his dedication to community safety, collaborative problem-solving, and the development of effective policing strategies. Fluent in French and experienced in complex investigations, he continues to lead initiatives that address pressing public safety challenges while fostering strong relationships with community and institutional partners.

Inspector Dusan Pravica joined the Toronto Police Service in August 1996 and holds a B.A. in Criminology and Sociology from the University of Toronto.

Inspector Pravica has shown consistent commitment to public safety, community engagement, and professional excellence for almost three decades, earning multiple awards and commendations at both federal and provincial levels.

Promoted to the rank of Sergeant in 2007, he is now in his 19th year as a supervisor. His recent leadership roles include serving as Detective Sergeant, Acting Inspector at 22 Division and Duty Senior Officer at Toronto Police Operations Centre.

Inspector Pravica brings extensive operational experience from 13, 14, and 22 Divisions, having served in a wide range of units including Primary Response, Community Response, Street Crime, Major Crime, the Criminal Investigations Bureau, and as a Unit Complaints Coordinator.

Fluent in Serbo-Croatian, he has also served as a Toronto Police Service Ambassador for the United Way Greater Toronto fundraising campaign since 2018.

Inspector Brandon Price has served with the Toronto Police Service since 2001, with over 24 years of experience in specialized and frontline units. He leads major case investigations in the Homicide and Missing Persons unit, having spent nearly 13 years as a Homicide investigator. He spent his early career in frontline assignments in 51 and 53 Divisions, including as a member of a Mobile Crisis Intervention Team responding to calls for people in crisis alongside a mental health nurse. He later served in leadership roles in 13 Division.

Detective Sergeant Price holds a B.A. in Law with Distinction from Carleton University. He has received multiple awards and commendations in recognition of his achievements. He serves as a lecturer at Humber College within the Forensic Identification Program, as well as at the Toronto Police College across various courses. Additionally, he plays an active role in a national working group on Production Order Responses and participates in several Toronto Police Service strategic initiatives.

Brandon demonstrates a strong dedication to mentorship and community involvement, with over ten years of experience coaching youth rugby and volunteering for organizations including ProAction Cops & Kids, the University of Toronto's Trial Advocacy Program, and the TPS Standing Awards Committee.

Acting Inspector Paul Qureshi brings over 25 years of dedicated service to the Toronto Police Service. A graduate of the University of Guelph with a degree in Justice Studies, he has served in primary and community response, investigations, and traffic safety.

His professionalism and contributions have earned him several prestigious accolades, including the Canadian Association of Chiefs of Police (CACP) National Traffic Safety Award, the Ontario Association of Chiefs of Police (OACP) Traffic Safety Initiative of the Year Award, as well as the FBI-LEEDA Trilogy Award. He has also graduated from the Schulich School of Business Advanced Leadership Development Program.

Inspector Qureshi has worked across various units and divisions, including 23 Division, 13 Division, the Toronto Drug Squad, and Traffic Services. His leadership in traffic safety has had a significant impact on road safety policy and enforcement across Toronto.

Inspector Jonathan Rose has 30 years of experience in frontline policing, specialized investigations, and leadership. Since joining the Service in 1995, Jonathan has served in Divisional policing in Primary Response and investigative roles, Court Services, Traffic Services, and Police Dog Services. He is currently lead the Major Projects Section of the Drug Squad.

Jonathan is a recipient of the Police Exemplary Service Medal and has earned over 50 Unit Commander Awards and Commendations, recognizing his outstanding investigative work, leadership, and dedication to public safety. Notably, he was commended for his efforts in locating a newborn and for excellence in major case investigations. He has also received multiple Ontario Fitness Awards, reflecting his commitment to operational readiness and wellness.

Jonathan's extensive training portfolio includes certifications in Criminal Investigations, Major Case Management, Incident Command, Hate Crime Investigations, Trauma-Informed Policing, Police K9 Tactical Operations, K9 Explosive Detection/Mitigation, and Undercover Operations, among many others

Jonathan is a graduate of both Centennial College and the University of Guelph.

Inspector Christopher Ruhl has proudly served with the Toronto Police Service for over 22 years. Promoted to Staff Sergeant on June 7, 2021, he brings extensive experience across various units including Homicide, Financial Crimes, Traffic Services, and 43 Division.

Throughout his career, Inspector Ruhl has held key leadership roles such as Executive Officer to Deputy Chief Pogue in Community Safety Command, as well as to the Staff Superintendent of Detective Operations. His commitment to professional growth is reflected in his completion of advanced leadership programs from the Schulich School of Business, Ontario Police College, and Toronto Police Service.

He holds a B.A. of Human Services degree from Georgian College and a Police Foundations diploma from Sir Sanford Fleming College. His dedication to excellence has been recognized through numerous awards, including the Police Exemplary Service Medal in 2023 and multiple Teamwork Commendation and Unit Commander Awards.

Inspector Sinclair joined the Toronto Police Service in 2001 and has worked in a variety of areas across the organization. He currently serves as one of the Duty Senior Officers for the Service. He has served in leadership roles as a Criminal Investigations Bureau Detective and as Officer-in-Charge at 13 Division as well as a Highway Patrol Sergeant at Traffic Services. He was first promoted to Sergeant from 31 Division, where he served in both the Community Response Unit and the Major Crime Unit.

He brings specialized expertise in Search and Rescue, serving as a Search Manager for Missing Persons, and is also a Rescue Specialist with Heavy Urban Search and Rescue (HUSAR) Toronto—a collaborative unit made of up police, fire and paramedic personnel.

Inspector Sinclair holds a Master’s Degree in Public Safety and a Bachelor’s Degree in Justice Studies. He also served with the Canadian Armed Forces Reserves for over 25 years and participated in two international policing missions with the RCMP in South Asia and the Middle East.

Throughout his career, he has contributed to a wide range of operational and strategic areas, including Service Governance & Strategic Planning, Organized Crime Enforcement – Major Projects, and frontline and investigative roles at 13, 31, and Traffic Services Divisions.

Inspector John Stockfish is a seasoned law enforcement leader with nearly three decades with the Toronto Police Service. He now leads the Public Safety Response Team and most recently oversaw the Neighbourhood Community Officer Units in 13 and 53 Divisions with a focus on community engagement.

Beyond working in Divisional roles, he has served as Executive Officer to the Deputy Chief as well in Forensic Identification Services.

Inspector Stockfish is a court-recognized expert in use of force, and has led numerous initiatives focused on member wellness, public safety, and organizational change. He holds a B.A. in Political Science from Lakehead University and has completed extensive specialized training in leadership, crisis de-escalation, and death investigations. His dedication to service is reflected in multiple awards, including recognition from the Prime Minister of Canada and the Toronto Police Services Board.

Outside of policing, John is actively involved in community sports and support programs, serving as a coach, trainer, and committee member.

Staff Sergeant Brian Urkosky began his career with the Toronto Police Service in 2001 as a Court Officer before becoming a Police Constable the following year. He has served in a wide range of roles, including in Primary Response, Community Response and Major Crime at 12 and 42 Divisions. He was promoted to Sergeant in 2011, leading teams in Primary Response, Community Response, and the Criminal Investigations Bureau at 43 Division.

In 2015, he joined the Intelligence Services Security Section, leading initiatives in protective services, countering violent extremism, terrorism, and hate crime. He also served as the Intelligence Liaison Officer during the Danforth mass shooting. Promoted to Staff Sergeant in 2020, Brian worked in 51 Division before moving to the Community Partnerships and Engagement Unit, where he oversaw the implementation of key police reform and Missing and Missed recommendations and also served as Acting Inspector.

In 2023, he took leadership of the Neighbourhood Community Office at 42 Division, fostering strong relationships with community partners. A recipient of the Queen’s Diamond Jubilee Medal, he also founded the Ryan Russell Memorial Pipe Band in 2013.

Inspector Peter Wallace is a dedicated officer with over 24 years of service with the Toronto Police Service. 

He has served in various roles across the Service, including a key leadership position as the lead of the Neighbourhood Community Office at 31 Division. In every role, he has made meaningful contributions, leading initiatives that have strengthened relationships between the police and Toronto’s diverse communities.

A firm believer in lifelong learning, Inspector Wallace holds a Bachelor of Education (with distinction) and a degree in Criminal Justice Studies (with honours). His academic achievements reflect his dedication to personal and professional growth.

His exemplary service has been recognized with several prestigious honors, including the William Bishop Award for investigative work and the Black History Month Award for commitment to equitable policing.

Beyond his professional duties, he volunteers in several organizations, most notably with Shriners International Children’s Hospital.

Inspector Wallace continues to lead and advocate for inclusive, community-based policing practices.

Inspector Errol Watson began his police career with the RCMP in Prince George, British Columbia, in 1997. He has served 23 years with the Toronto Police Service across 41, 23, and 12 Divisions, working in Priority Response and as a School Resource Liaison. He has also served in the Emergency Task Force and with the Toronto Police College, where he led Incident Response Training as a Certified Use of Force Instructor. Since January 2024, he has served as Acting Inspector at 51 Division.

Inspector Watson has received four Teamwork Commendation Awards and is passionate about empowering those around him, actively assisting his colleagues in achieving their personal and professional goals and serving as a mentor to young people, helping them build confidence and realize their potential.
