Colin Stairs Chief Information Officer

Colin Stairs is the first Chief Information Officer (CIO) of the Toronto Police Service and leads efforts to innovate the operating model of the Service by augmenting policing capabilities that improve effectiveness, efficiency and accountability.  Colin oversees the Information Management and Information Technology Service pillars, as well as several Service-wide initiatives.

Prior to joining the Service in March 2020, Colin led digital transformations in private and public sectors as the CIO at Medcan Health Management, Lakeridge Health (Hospital) and The Centre for Addiction and Mental Health (CAMH).  Prior to his roles as CIO, he was in management consulting, project management and enterprise software.

The ambition of a fully digital police service requires modernization of organizational systems and methodologies. Colin is reforming IT, through the creation of new disciplines in Information Management and Cyber Security; by fostering a culture of innovation; and envisioning service design that engages TPS members and the community in co-designing processes that enable collaborative public safety.

Colin has been a guest lecturer in Health Policy Management and Evaluation at the University of Toronto, and currently sits on the Boards of Directors of the Canadian Police Knowledge Network (CPKN).  He holds a Bachelor of Mechanical Engineering from Queens University and a Master of Business Administration from the University of Western Ontario.
