Deputy Chief Francisco Barredo Specialized Operations Command

Deputy Chief Francisco (Frank) Barredo brings nearly four decades of operational policing experience to the Toronto Police Service. His career is defined by extensive frontline service, senior command leadership, and deep expertise in public safety operations, emergency response, and public order policing.

Barredo joined the Toronto Police Service in 1986 at the top of his class, and progressed through the ranks, serving in a wide range of operational, supervisory, and executive roles. Early in his career, he worked in frontline patrol and specialized investigative units, including drug enforcement and undercover operations. Fluent in Spanish, his language skills supported complex investigations and operational assignments involving diverse communities.

He most recently lead the Public Safety Operations pillar, overseeing several specialized uniform commands, including the development of the Public Safety Response Team, Specialized Emergency Response (Emergency Task Force, Police Dog Services and the Marine Unit)  and the Emergency Management and Public Order Unit (including Air Support, the Explosives Disposal Unit and the Mounted Unit).

Collectively, these units are responsible for the Service’s response to large-scale events, high-risk incidents, demonstrations, and public order operations, providing coordinated, city-wide capabilities to address complex and evolving public safety challenges.

Throughout his career, he has served across a broad range of policing functions, including tactical response and negotiations, training and development, corporate risk management, and specialized investigations, bringing both operational depth and strategic perspective to his leadership.

In addition to his extensive frontline and command experience, Barredo holds a Bachelor of Arts in Justice Studies.  He actively contributes to inter-agency committees and panels focused on modernization, collaboration, and professional excellence in policing, including two Canadian Association of Chiefs of Police Committees: the Emergency Management Committee and the Use of Force, Intervention and De-escalation Committee; as well Co-Chair of the Ontario Association of Chiefs of Police Emergency Preparedness Committee.
