Suspension and Appeal Process
It is the duty of the Toronto Police Service to respond to Central Monitoring Stations and investigate events where an alarm system has been activated.

Suspension: Alarm System
The Alarm Response Policy allows for a maximum of four (4) false alarms in a 365 day period, commencing on the date of the first false dispatch.
- Following the fourth false alarm, police response to the alarm system will be suspended for 365 days
- Police response for emergency events may still be obtained by persons at scene contacting 9-1-1
- A Special Caution Notice is issued to the monitoring station after the alarm system has incurred two (2) false alarms within a 365 day period
- An Alarm Suspension Notice is issued to the registered address of the alarm system after an alarm system has incurred four (4) false alarms within a 365 day period
- A Suspension Advisory Notice is issued to the monitoring station after the alarm system has incurred four (4) false alarms within a 365 day period
- It is the responsibility of the monitoring station to notify the alarm user to forewarn of a pending suspension, explain the suspension and appeal procedures and establish alternate response arrangements
- Police response may still be obtained during the suspension period by the monitoring station if it is specifically proven to be warranted by definite verification, i.e. video confirmation or confirmation from someone at scene

Suspension: Monitoring Station
- The By-law governing the Cost Recovery Program permits the Chief of Police or designate to discontinue response to calls from a monitoring station when payment of all or part of any fees and/or interest owing are outstanding for a minimum of four (4) months
- It is the responsibility of the monitoring station to take the appropriate steps to notify all affected clients of any invoked suspension

Appeal Process: Alarm Disposition
- The disposition of an alarm event may be appealed should information be obtained that suggests that a false alarm was actually valid
- Written Alarm Disposition Appeal Requests must be submitted by the monitoring station on the approved form
- Alarm Disposition Appeal Requests submitted by an alarm system user or alarm company/dealer will not be accepted
- Supporting documentation is required to be submitted with each Alarm Disposition Appeal Request

Appeal Process: Alarm Suspension
- Suspension of police response to an alarm system may be appealed
- A minimum suspension period of thirty (30) days must be served, during which time, no further false and/or post suspension alarm events have taken place
- A previous suspension appeal review must not have transpired within the previous 365 days
- Written Suspension Appeal Requests must be submitted by the monitoring station on the approved form
- Suspension Appeal Requests submitted by the alarm system user or alarm company/dealer will not be accepted
- Supporting document is required to be submitted with each Suspension Appeal Request
- The appeal process includes an examination of the circumstances of the alarm activations that have taken place, the subsequent steps taken by the alarm system owner, the alarm company and the monitoring station to prevent a repetition of the activations
