Repeat Offender Parole Enforcement

The Provincial ROPE (Repeat Offender Parole Enforcement) Squad is a multi-agency, provincial team that locates and apprehends parolees unlawfully at large in the province of Ontario, as well as anyone who:

  • Escapes from secure custody
  • Escapes from or walks away from non-secure custody
  • Becomes unlawfully at large by violating bail, parole, or intermittent sentence terms


The ROPE Squad also assists other police services with locating and apprehending high-risk dangerous offenders.

With members located strategically throughout Ontario, the Squad has five operational teams comprised of representatives from the Ontario Provincial Police and 14 municipal and regional police services. To that end, the Toronto Police Service is represented by two Detectives and seven Detective Constables.

The investigations and apprehensions conducted by the Provincial ROPE Squad are an excellent example of crime prevention as well as proactive and intelligence-led policing strategies that enhance public safety.

 

Bail and Parole

The Bail and Parole mandate:

  • Monitor persons on judicial and Correctional Services releases
  • Collect and disseminate intelligence to law enforcement agencies regarding offenders on conditional releases
  • Liaise with agencies responsible for persons on conditional releases, such as the National Parole Board, Correctional Service of Canada, Ontario Board of Parole and the Ministry of Community Safety and Services
  • Register all sex offenders who reside in the City of Toronto into the Ontario and National Sex Offender Registry
  • Liaise with the Sex Offender Registry Enforcement Unit
  • Provide advice and training to law enforcement agencies

The Bail and Parole Enforcement Unit is located at 2440 Lawrence Avenue East, in the City of Toronto. We are adjacent to the TTC Kennedy Road LRT Station. We are not part of the Toronto Police Collision Reporting Centre and all inquiries regarding motor vehicle collisions should be directed to them at 416 808 4960 or by attending 39 Howden Road.

The Toronto Police Service is the only police service in Canada that has a unit dedicated and specializing in the Extradition Act along with the Immigration and Refugee Protection Act as a means to locate and apprehend persons wanted in other countries who have fled to Canada to avoid prosecution.

 

Fugitive Squad

The Fugitive Squad mandate:
 

  • Assist local and foreign law enforcement agencies to apprehend fugitives who have fled to the Greater Toronto area 
  • Assist law enforcement agencies to locate and apprehend Canadian residents who are wanted for criminal offences that occurred outside of Canada 
  • Facilitate the apprehension of Canadian fugitives who have fled abroad 
  • Investigate all external Extradition Requests on behalf of the Service 
  • Liaise with the United States Department of Justice – Office of International Affairs Washington (OIA), Department of Justice Canada – International Assistance Group Ottawa (IAG) and the Department of Justice Toronto (DOJ) on behalf of the Service for all extradition related matters
  • Liaise with Interpol Ottawa and branches of Interpol throughout the world
  • Liaise with Canada Border Service Agency, regarding criminal apprehensions of foreign nationals wanted abroad
  • Liaise with US Customs and Border Services, with the removal of Canadian criminals from the USA into Canada

The Fugitive Squad works closely with the US Marshal Service (USMS), Canadian Border Service Agency (CBSA), Interpol, the Royal Canadian Mounted Police (RCMP), the Federal Bureau of Investigation (FBI), Homeland Security, the State Department, Europol along with local and provincial police services throughout Canada.  

The Fugitive Squad would ask members of the public who believe they recognize a person wanted by law enforcement to take no action to apprehend these people and to report it in person or by phone to the nearest police division or detachment in your area or contact the following numbers:
