District Policing Program

As we continue to implement our modernization plan, the District Policing Program is one of our more comprehensive and complex initiatives because it will affect every aspect of our organization. This is a multi-year project that will be implemented in stages and we are just at the very beginning.  We are working hard to make sure everyone is aware of the processes and plans required to implement our changes. We are helping our Members understand first how their workplace will change, and in the new year, we will begin our engagement plans with the public.

Once this multi-year initiative is completed, we will have moved from 16 Divisions to 10 Districts – with the first step being the consolidation of Divisions – See Map #1. We have completed our first consolidation of 54 and 55 Divisions, now referred to as 55 Division.  

After we have completed the consolidation of our current Divisional structure, we will then adjust our boundaries to more closely align with the 144 neighbourhoods (currently 140) in Toronto to enable us to be a more community-centric Service – See Map #2. All the changes underway and planned for the Toronto Police Service will help us to be more flexible in deploying and sharing resources which ultimately translates into more support for our Members and improved service to you, the public.

Modernization Statement

The TPSB, TPS and the TPA are aligned on the mission of community safety and the modernization objectives as articulated in “The Way Forward” report, and committed to an engagement and implementation process that is collaborative.

The Competency Framework

The new Competency Framework was created to help guide the implementation of the People Plan, a response to the recommendations requested to modernize human resources systems in The Way Forward Action Plan. They were developed through interviews with almost 200 Service members, uniform and civilian, from all ranks, and another 100 people from community advocates to members of Community Police Liaison Committees.

The People Plan

The People Plan is a three-year plan that provides a roadmap to improve how the Service hires, develops, promotes and preserves the wellbeing of its members is being unveiled to Service members. It will benefit every single employee of the Service.
