The Child Exploitation Section (CES) is committed to helping the most vulnerable in our society - children. The CES is comprised of sixteen dedicated police officers and a civilian researcher. The goals of the section include

  • To identify and rescue victims of online child sexual abuse and exploitation
  • To investigate and prosecute those who choose to abuse children by:
    • Possessing/Accessing/Distributing images or video of child sexual abuse
    • Making/Importing/Exporting/Selling Child Pornography
    • Luring
    • Committing on-line Sexual Offences Against A Child
  • To work with community members and other partners to improve the safety of all children, through education and awareness


By continuing to work side by side with other police services, both locally and internationally, and government sectors, the battle to expose and prosecute sexual predators will continue with greater success. Sharing a strong network of support with non-government agencies, business partners, the media and members of the community, especially young people, we will make a difference. The police alone cannot fight this social epidemic - it takes all of our efforts to help keep kids safe.


What is Child Pornography? 

The Canadian Criminal Code defines Child Pornography as a photographic film, video or other visual representation that shows a person who is, or is depicted as being, under the age of eighteen years and is engaged in explicit sexual activity or the dominant characteristic of which is the depiction, for a sexual purpose, of a sexual organ or the anal region of a person under the age of eighteen years; or any written material or visual/audio representation that advocates or counsels sexual activity with a person under the age of eighteen years.


What is Luring?

Every person commits an offence who by means of a computer system communicates with; 

  • A person who is, or who the accused believes is, under the age of eighteen years, for the purpose of facilitating the commission of offences such as sexual exploitation, incest, corrupting morals, procuring, and/or sexual assault
  • A person who is, or who the accused believes is, under the age of fourteen years, for the purpose of facilitating the commission of the offence of abduction
  • A person who is, or who the accused believes is, under the age of sixteen years, for the purpose of facilitating the commission of offences such as sexual interference, invitation to sexual touching, bestiality, indecent act, and/or abduction
